Simone Bikel Allmond

​

Simone Bikel Allmond currently works across the New York City Department of Homeless Services  (DHS) and Department of Social Services (DSS) in a variety of roles. On the DHS end, Bikel Allmond works as the Contract Manager and Fiscal Analyst. On the DSS end, she works as an Administrative Analyst in the Special Investigations Unit. She also occupies the role of Senior Medical Contract Analyst between both departments.

She began working at DHS in 2004 as the Chief of Staff in Adult Services Operations for approximately 50 homeless shelters, working with executive staff to implement consent decrees and other mandates. During this experience, Bikel Allmond also designed and implemented agency policy and procedures honing her professional expertise in training and development, Equal Employment Opportunities (certified by Cornell University), and programmatic analysis.

This experience launched her further into her DHS work as she established herself by co-authoring “Phased Implementation of Transgendered Policy for New York City Department of Homeless Services Single Adult Shelter Residents.”  This became an agency policy, phased in 2005-2009, which affirms and informs single adult transgender individuals that shelter and related services are available to them. The policy provided guidance to all intake, assessment, and shelter staff. Beyond writing contracts and policies, Simone has also established herself as a poet, published in the “New Rain Anthology Vol.5” by Blind Beggar Press.
